Recovery, Transformation and Resilience Plan

The Recovery, Transformation and Resilience Plan, Spain Can, is the key instrument for the development of the Next Generation EU recovery funds and represents the most important boost in Spain's recent economic history. The Plan focuses on the first implementation phase and details investments and reforms over the period 2021-2023, mobilising close to €70 billion of transfers from the Recovery and Resilience Mechanism in order to boost recovery and achieve maximum counter-cyclical impact.

The Recovery Plan lays out the roadmap for the modernisation of the Spanish economy, the recovery of economic growth and job creation, following the COVID-19 crisis, as well as preparing the country to face the challenges of the future.

Tourism Sustainability Plans in Destinations

The Tourism Sector Conference has approved the Tourism Sustainability Strategy in Destinations at its meeting on 28 July 2021, the roadmap that will guide the selection and funding of projects aimed at supporting the transformation of our destinations into tourism innovation hubs that make them more resilient, while moving towards greater territorial cohesion, not only linking the offer and destinations of each territory, but also creating connections between destinations in different regions.

The period for Local Bodies to submit applications for the first extraordinary call for Sustainability Plans to be financed with European recovery funds will be open from Friday 30 July until 20 September. In the next three years, the plan for the modernisation and competitiveness of the tourism sector of the Secretary of State for Tourism reserves €1.858 billion euros for the extraordinary calls for Sustainability Plans.

The Strategy establishes a typology of destinations to which minimum investment thresholds per plan correspond.

  • Large Urban Destination (Madrid and Barcelona): 10 million euros.
  • Highly internationalised Sun and Beach: 5 million euros.
  • Urban destination/ City with tourist identity/ Mixed or residential: 2 million euros.
  • Rural coastal/ Natural land areas/ Rural destinations with tourist identity: 1 million euros.

Proposals must be submitted via the e-Office of the Ministry of Industry, Trade and Tourism, where you will find access to the form or explanatory manuals on how to apply, among others.

It should be taken into account that in the application, the applicant must select whether the project submitted is eligible for a Tourism Sustainability Plan in Destination or for a National Tourism Sustainability Plan.
