Recovery, Transformation and Resilience Plan

The Recovery, Transformation and Resilience Plan, Spain Can, is the key instrument for the development of the Next Generation EU recovery funds and represents the most important boost in Spain's recent economic history. The Plan focuses on the first implementation phase and details investments and reforms over the period 2021-2023, mobilising close to €70 billion of transfers from the Recovery and Resilience Mechanism in order to boost recovery and achieve maximum counter-cyclical impact.

The Recovery Plan lays out the roadmap for the modernisation of the Spanish economy, the recovery of economic growth and job creation, following the COVID-19 crisis, as well as preparing the country to face the challenges of the future.

Lines of aid for the opening of foreign markets

Order ICT/1116/2021, of 7 October, establishes the regulatory bases of the lines of aid for the opening of foreign markets and proceeds to its call in the year 2021.

Access to the request for aid related to the Geographical Indications Line, whose objective is to provide consultancy and legal assistance to promote the protection and defence of the intellectual property rights of agri-food products (Protected Designations of Origin and Protected Geographical Indications) when these are usurped in third markets in which the European Union has signed agreements for the protection of geographical indications.

The purpose of this aid, is to promote and facilitate the access of Spanish products and companies to third country markets, financing the costs associated with the following actions:

  • Inspection visits and official audits carried out by the authorities of third countries in order to achieve the recognition or equivalence of the establishments of Spanish operators in accordance with sanitary or phytosanitary requirements.
  • Obtaining mandatory certifications required for Spanish products regarding compliance with import or marketing requirements adopted by third countries.
  • Consultancy and legal defence related to defending commercial interests of the exporting sector that limit its exporting capacity, including those related to trade defence procedures.


Innova Invest Programme

Order ICT/1292/2021, of 15 November, establishing the regulatory bases for the granting of subsidies under the "Innova Invest Programme" of ICEX España Exportación e Inversiones, E.P.E., and calling for applications in 2021, within the framework of the Recovery, Transformation and Resilience Plan.

Tourism

Tourism Sustainability Plans in Destinations

The Sectorial Conference of Tourism has approved, at its meeting of December 21, 2021, the 169 beneficiary projects of the I extraordinary call of the program of Tourism Sustainability Plans in Destinations, which is financed entirely with Next Generation EU recovery funds.

Of the selected plans, 153 will be managed by local entities and 16 correspond to cohesion actions to be developed by the Autonomous Communities, but which will also have an impact on the destinations. These actions total an investment of 615 million euros.

The agreement of the Sectorial Conference has been published in the BOE of December 29, 2021.

The extraordinary program of Tourism Sustainability Plans in Destinations had a budget of 660 million euros for 2021, which is completed with 45 million euros reserved for the plans that have as an identifying element actions related to this year's national priority: the Pilgrims' Roads to Santiago, which are specified in RD 1073/2021 of December 7.

The procedure for the presentation and selection of beneficiary projects of this extraordinary program of Sustainability Plans follows the bases established in the Strategy of Tourism Sustainability in Destination, approved unanimously in the Sectorial Conference of Tourism of July 28, 2021.
